While Jefferson County’s many beautiful historic houses and buildings provide glimpses of the past, none attempts to build a complete historic narrative.  Members of Monticello’s Main Street Program saw the empty building as a chance to revive the downtown by using the jail to give residents and visitors a broader understanding of local history.  The process of turning a declining building into a museum is a long and difficult one that requires funding as well as the support of the community.
